Howard J. Kaplan is a graduate of St. John’s University, magna cum laude, and received his law degree from Pace University School of Law in 1981. Howard started his career as an Assistant District Attorney in Bronx County. He joined Progressive Casualty Insurance Company in 1988 as the founding, managing attorney of the New York House Counsel organization. In that role, Howard was responsible for managing many attorneys and support staff, as well as advising the claims organization on litigation strategy, risk and case valuation. He was also responsible for hiring and training the New York attorneys.  Over the next 29 years at Progressive, Howard opened law firms for Progressive in Buffalo, Yonkers, Queens, Albany, Connecticut and Rhode Island. Howard served as national training, risk and file audit manager during his career at Progressive, as well as regional managing attorney. Howard brings extensive trial and management experience to the firm. He has tried significant exposure cases in all of the New York downstate courts, including the Eastern District federal court. Howard has lectured all over the country on topics including, seatbelt defense, trial skills, negotiations, and medicine for lawyers. Outside law firms, such as Baker & Hostetller have invited Howard to the firm to teach trial skills to their associates at their Denver, Colorado office.  Howard is a member of the panel of neutrals for National Arbitration and Mediation where he was voted as one of the top 10 arbitrators in the State Of New York in 2017.  Howard is a member of the bars of New York and New Jersey, as well as the United States District Courts for the Southern and Eastern Districts, Second Circuit and United States Supreme Court.
